ANALYSIS
Carter was been the replacement for Keenan Allen when the veteran missed snaps in Week 1, and in this game against the Texans when Allen was inactive. It's unlikely that Carter will see regular targets when Chicago's top three receivers are healthy. However, when called upon to play significant snaps, Carter may be a useful possession receiver.

Carter posted career highs in receptions and yards with a 46-538-3 line on 65 targets in 17 games during his lone season with the Chargers in 2022, but he left Los Angeles in free agency for a one-year deal worth $1.5 million in Las Vegas. Standing just 5-8, Carter generally profiles as a slot receiver, which is a crowded space among the Raiders' receiving corps with Davante Adams, Jakobi Meyers and Hunter Renfrow all capable of sliding inside. Meanwhile, third-round rookie Tre Tucker, Keelan Cole and Phillip Dorsett also in the team's wide receiver mix. The 30-year-old will likely compete primarily with Renfrow for playing time in three-wide sets, while also providing utility as a returner.
After five years in relative obscurity, Carter posted career highs across the board in 2022, tallying 24 receptions, 296 receiving yards and three touchdowns as part of Washington's pass-catching corps. The 29-year-old couldn't parlay that into a larger deal, ultimately signing with the Chargers on a one-year deal to act as the team's primarily returner. Likely the No. 5 wideout on the team's depth chart, Carter's main impact figures to be on special teams.
Carter was brought in to compete with Steven Sims and Isaiah Wright for what likely will be one job as a return specialist and depth receiver. Carters has the most experience on special teams, but he's unlikely to see many snaps or targets on offense even if he makes the Week 1 roster.
Carter served as the Texans' primary return man on both punts and kickoffs in 2019. He eventually passed Keke Coutee on the depth chart and was the beneficiary of offensive snaps, including in the wild-card round playoff win over Buffalo, as Will Fuller V dealt with a groin injury late in the season. Houston's wideout landscape shifted dramatically during the offseason, which pushed Carter farther down the depth chart. He and Keke Coutee are competing for the fifth spot, but Carter's return skills gives him a leg up.
Carter came over to the Texans midseason in 2018 after he was released by the Eagles. He stepped into a good situation as Houston's offense spent large swaths of time without Will Fuller or Keke Coutee, or both. Those two are expected to be the No. 2 and 3 wide receivers behind DeAndre Hopkins, so Carter will need to do more than lineup at wideout. Often, the Texans use depth wideouts as returners, and that's where Carter will have to make an impact. Fuller's injury history will keep the door open to Carter and deep threat Vyncint Smith.
The 5-foot-8, 190-pounder is viewed as something of an undersized slot guy, and while the odds of Carter making the Patriots' final roster don't look great, he could end up sticking if injuries pile up given how sharp he's looked at times, a trend that dates back to the spring. If Carter doesn't survive the team's final cuts, a spot on the practice squad could be in order (assuming he goes unclaimed by other teams).
An undrafted free agent out of FCS Sacramento State, Carter had a very productive career and tests well athletically, but he's only 5-10, 185 pounds, and he didn't face much of a challenge in college. He'll compete for a a slot role with the Ravens, but he's more likely to stick around as a return specialist and depth receiver.

The Raiders got a first-hand look at Carter in two matchups against the Chargers in 2022, and they apparently liked what they saw from the wide receiver, who's a free agent after recording 46 catches for 538 yards and three touchdowns last season. Carter also returned both punts and kickoffs for the Chargers, so he can contribute on both offense and special teams.
